Japan proposes legalising commercial whaling

Japan is proposing an end to a 33-year-old ban on commercial whaling, saying it is time because most whale species have rebounded from being endangered at the time the ban began.

It is facing opposition at the International Whaling Commission meeting in Brazil this week.
