A year after the October 1\u00a0referendum on seceding from Spain<\/a>, Catalonia is no closer to independence, and many of the figureheads of the movement remain in\u00a0jail.<\/span><\/p>\n

The unauthorised poll produced a “yes” vote but saw leaders of the independence movement either imprisoned or exiled. It was the country’s largest political crisis since it began its transition to democracy in 1975.<\/p>\n

At least nine politicians and civil society leaders remain in jail and others are in exile. Their loved ones\u00a0told Al Jazeera the political fallout has been profound, both inside and out of Spanish prisons.<\/p>\n

Carme\u00a0Forcadell, the former president of the Parliament of Catalonia<\/a>, was jailed in March for her role in the vote.<\/p>\n

Her husband,\u00a0Bernat\u00a0Pegueroles, said:\u00a0<\/span>“At first, my wife didn’t suspect she would be arrested, but later on, she packed a bag and always had it at hand, as if she knew that she’d be gone soon.<\/p>\n

“In the beginning, she wasn’t coping well [in prison] and had to take anti-depressants.\u00a0My wife went from being a very active person to not being able to do anything in a small, enclosed space. It had a huge impact on her.”<\/p>\n

Spain’s 1978 constitution says the country is “indivisible”.<\/p>\n

Madrid charged Catalan leaders with rebellion and sedition for their secessionist efforts.<\/p>\n

Protests against imprisonment<\/h2>\n

Pedro Sanchez<\/a>, the new Spanish prime minister,\u00a0<\/span>is more conciliatory than his conservative predecessor, Mariano\u00a0Rajoy<\/a>, but he, too, has rejected calls to intervene and free the prisoners, saying he has no control over Spain’s independent judiciary.<\/p>\n

Sanchez became prime minister in June after\u00a0Rajoy\u00a0lost an unrelated confidence vote.<\/p>\n

The Catalan government also underwent changes, with separatist\u00a0Joaquim\u00a0Torra\u00a0replacing\u00a0Carles\u00a0Puigdemont<\/a>\u00a0as the acting president of Catalonia since May.<\/p>\n

After the referendum,\u00a0Madrid used Article 155\u00a0of the Constitution of Spain to suspend the region’s autonomous\u00a0powers and impose direct rule.<\/p>\n

You can’t start a dialogue with people in jail.<\/p>\n

After fresh elections were held three months ago and a new regional administration was formed, the Spanish government lifted Article 155.<\/p>\n

“In the current political climate, it is very unlikely that Sanchez will run the risk of making any move that could increase the chances of the prisoners being released,” Xavier\u00a0Cuadras-Morato, an associate professor of economics at\u00a0Universitat\u00a0Pompeu\u00a0Fabra\u00a0in Barcelona, who\u00a0has written extensively on the\u00a0subject of secession, told Al Jazeera.\u00a0<\/p>\n

Alba\u00a0Puig, the daughter of\u00a0Lluis\u00a0Puig, the Catalan minister of culture in exile in Brussels, blasted efforts at dialogue between Spain and Catalonia.<\/span><\/p>\n

Puig\u00a0accompanied\u00a0Puigdemont, who also remains in Brussels,\u00a0when he fled to the city on October 30\u00a0last year.\u00a0<\/p>\n

Family members are eyeing the European Court of Human Rights\u00a0in Strasbourg as the eventual solution, but the process may take years.\u00a0<\/p>\n

“We are prepared,” said\u00a0Puig. “Our other option is waiting for 20 years for the charges to\u00a0expire”.<\/span><\/p>\n

She added:\u00a0<\/strong>“You can’t start a dialogue with people in jail”.<\/span><\/p>\n

The issue has reverberated throughout the region, with “liberty for the political prisoners” posters and yellow ribbons,\u00a0a\u00a0symbol of Catalan independence, hung Barcelona’s balconies.<\/span><\/p>\n

However,\u00a0rights groups such as Amnesty International have refrained from using the term “political prisoners”, saying there is no generally accepted definition of the term in international law.<\/span><\/p>\n

The annual celebration of the Catalan National Day or “La\u00a0Diada” on September 9 was dedicated to the imprisoned and exiled leaders.\u00a0<\/span><\/p>\n

But they are not just remembered on La\u00a0Diada.\u00a0Every week, several hundred people gather to sing, read poetry and protest for the release of the prisoners throughout Barcelona and in front of the prisons where the leaders are jailed.<\/span><\/p>\n

Each week, between 200 and 500 people gather in front of\u00a0Lledoners, a men’s prison 70km from Barcelona\u00a0where seven of the nine leaders are detained, and sing for them.<\/span><\/p>\n

The two female prisoners,\u00a0Carme\u00a0Forcadell\u00a0and\u00a0Dolors\u00a0Bassa, are staying in two other prisons that are also visited weekly by\u00a0supporters.<\/span><\/p>\n

The prisoners communicate with the crowd by waving a yellow scarf out of the window or turning the lights on and off.<\/span>\u00a0<\/p>\n

“I think it’s a problem for Spain that there are political prisoners,” said Susanna\u00a0Barreda,\u00a0the wife of\u00a0Jordi\u00a0Sanchez,\u00a0president of the Catalan National Assembly,\u00a0a civic group that has led the campaign for secession.<\/p>\n

Sanchez was imprisoned in October 2017.<\/span><\/p>\n

“It’s the first point that should be addressed in any political solution,” she told Al Jazeera.<\/span><\/p>\n

Barreda\u00a0and Sanchez have three children. They\u00a0can visit him once a month, sometimes twice a month, for 90 minutes.\u00a0<\/span><\/p>\n

“My children all take it differently. The eldest son has really taken the cause to his heart,”\u00a0Barreda\u00a0said. “My daughters are finding it very tough and can barely speak about it.”<\/span><\/p>\n

She said there have also been financial consequences for the family.\u00a0<\/span><\/p>\n

“We went from two salaries to one straight away and then we went through all our savings.”<\/span><\/p>\n

But they were supported by the Catalan Association of Civil Rights (ACDC),\u00a0which was set up for the families of those in jail or in exile.<\/span><\/p>\n

Cofounded by Alba\u00a0Puig, ACDC also sends members across Europe<\/a> to educate others on the situation in Catalonia, and\u00a0<\/span>recently\u00a0released a children’s book with 11 short stories about civil rights.<\/p>\n

Pegueroles,\u00a0Forcadell’s\u00a0husband,\u00a0said he\u00a0found it difficult to understand the moral and legal reasoning behind the detentions.<\/span><\/p>\n

“I asked my wife’s defence lawyer if the judges can sleep at night; if they’re not ashamed of what they’re doing,”\u00a0Pegueroles\u00a0said.<\/span><\/p>\n
