{"id":21699,"date":"2019-03-18T11:25:19","date_gmt":"2019-03-18T11:25:19","guid":{"rendered":"http:\/\/qatar-tourism.com\/Ar\/2019\/03\/18\/in-kerala-the-glittering-gulfs-appeal-is-losing-shine\/"},"modified":"2019-03-18T11:25:19","modified_gmt":"2019-03-18T11:25:19","slug":"in-kerala-the-glittering-gulfs-appeal-is-losing-shine","status":"publish","type":"post","link":"https:\/\/qatar-tourism.com\/Ar\/2019\/03\/18\/in-kerala-the-glittering-gulfs-appeal-is-losing-shine\/","title":{"rendered":"In Kerala, the glittering Gulf&#8217;s appeal is losing shine"},"content":{"rendered":"<div id=\"body-140415133408172\" readability=\"260.691106974\">\n<p class=\"p1\"><span class=\"s1\"><strong>Kerala, India &#8211;<\/strong> <\/span><span class=\"s2\">Since the 1970s, the southern <a href=\"https:\/\/www.aljazeera.com\/topics\/country\/india.html\">Indian<\/a> state of Kerala has enjoyed opportunities stemming from its proximity to wealthy countries in the <a href=\"https:\/\/www.aljazeera.com\/topics\/regions\/middleeast.html\">Gulf<\/a>, around 2,500km away.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">About two million Kerala natives, predominantly Muslim working-age men, currently work in the region, mainly in the UAE and Saudi Arabia.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">&#8220;T<\/span><span class=\"s2\">he financial contribution of migration to Kerala is unimaginable,&#8221; said Irudaya Rajan, author and expert in Kerala&#8217;s Gulf migration.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">The men&#8217;s wives, locally known as &#8220;Gulf wives&#8221;, number around one million.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Left behind, they struggle with loneliness. Their husbands might visit once every three years.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p2\"><span class=\"s4\">According to <\/span><span class=\"s2\">Rajan, 80 percent of women do not travel to visit their partners abroad.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">On both sides of the Arabian Sea, Kerala&#8217;s bitter-sweet connection with the Gulf led to social prestige.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">A few decades ago, working for a five-star hotel in Dubai would impress anyone in Kerala, regardless of the job, said Rajan.<\/span><\/p>\n<p class=\"p2\"><span class=\"s2\">Until recently, Gulf expatriates, who send their relatively high salaries back home, were considered prime marriage material.<\/span><\/p>\n<p class=\"p2\"><span class=\"s4\">According to <a href=\"http:\/\/cds.edu\/research\/ru\/migrationresearch\/migration-survey-data\/%20\" target=\"_blank\">one estimate<\/a>, $12.15bn of remittances were channelled to Kerala from March 2017 to March 2018.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/01070222220d443baabd15c6f4e1f264_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"2\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/01070222220d443baabd15c6f4e1f264_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"4\">\n<td class=\"caption\">Irudaya Rajan, a professor, says the &#8216;Gulf dream is fading away&#8217; [Sebastian Castelier\/Al Jazeera]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"p1\"><span class=\"s2\">In the district of Malappuram, a third of households receive remittances, mainly used to cover daily expenses.<\/span><\/p>\n<p class=\"p1\"><span class=\"s6\">However,\u00a0<\/span><span class=\"s2\">following the <a href=\"https:\/\/blogs.thomsonreuters.com\/answerson\/brief-history-oil-crash\/\" target=\"_blank\"><span class=\"s7\">2014 slump<\/span><\/a> in crude oil prices, fewer Keralites have migrated.<\/span><\/p>\n<p class=\"p3\"><span class=\"s8\">They have been discouraged by the <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-02-13\/petrostates-bitten-by-debt-bug-as-oil-crash-bares-risks-for-gulf\" target=\"_blank\"><span class=\"s7\">economic situation<\/span><\/a> and, in the case of Saudi Arabia, restrictions on foreigners from working in <a href=\"https:\/\/www.thenational.ae\/business\/economy\/saudi-arabia-to-restrict-43-retail-professions-to-citizens-from-tuesday-1.768493\" target=\"_blank\"><span class=\"s7\">certain sectors<\/span><\/a> as part of a nationalisation programme. A<a href=\"https:\/\/timesofoman.com\/article\/130062\" target=\"_blank\"><span class=\"s7\"> crackdown<\/span><\/a> on undocumented migrants has also had an effect.<\/span><\/p>\n<p class=\"p3\"><span class=\"s8\">According to the <a href=\"http:\/\/cds.edu\/research\/ru\/migrationresearch\/migration-survey-data\/%20\" target=\"_blank\">Kerala Migration Survey 2018<\/a>, which was led by the Kerala-based Centre for Development Studies\u00a0&#8211; a social science research institution, the number of people returning is rising.<\/span><\/p>\n<p class=\"p3\"><span class=\"s8\">More than 1.1 million foreigners <a href=\"https:\/\/www.washingtonpost.com\/world\/saudi-arabia-encouraged-foreign-workers-to-leave----and-is-struggling-after-so-many-did\/2019\/02\/01\/07e34e12-a548-11e8-ad6f-080770dcddc2_story.html?utm_term=.92f5f5b27267\" target=\"_blank\">left<\/a> Saudi Arabia between early 2017 and the third quarter of 2018.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">In Kerala, the return of 300,000 expatriates from the Gulf between 2013 and 2018 disrupted a society which depends on remittances.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p2\"><span class=\"s4\">&#8220;T<\/span><span class=\"s2\">he Gulf dream is fading away,&#8221; said Rajan.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/db325dab4781411b87cc27bcbb0302fb_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"1.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/db325dab4781411b87cc27bcbb0302fb_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"3\">\n<td class=\"caption\">Student Shibila Fayiza said she would refuse proposals from Gulf expatriates because she would rather her partner works and lives in the same country [Sebastian Castelier\/Al Jazeera]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"p1\"><span class=\"s2\">Shibinu Shahul, an economics professor at Malappuram&#8217;s PSMO College who researches Kerala&#8217;s Muslim migrant communities, said there are growing concerns over migrant workers who are becoming less coveted in the marriage market.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">&#8220;Following recent Gulf developments, parents prioritise suitors with a stable office job in Kerala,&#8221; he told Al Jazeera.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">For 19-year-old Shibila Fayiza, an economics student, a &#8220;modern husband&#8221; should be a &#8220;best friend&#8221; who is physically and emotionally available.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">&#8220;In the framework of arranged marriages, no attention was given to the girl&#8217;s feelings,&#8221; she said, &#8220;but things are changing as we have become more educated. I am not married, yet, I&#8217;d refuse any migrant man asking for my hand.&#8221;<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Between 1951 and 2011, female literacy rates in Kerala jumped from <a href=\"https:\/\/archive.india.gov.in\/knowindia\/state_uts.php?id=54\" target=\"_blank\"><span class=\"s7\">36 percent<\/span><\/a> in 1951 to <a href=\"http:\/\/censusindia.gov.in\/2011-prov-results\/data_files\/india\/Final_PPT_2011_chapter6.pdf\" target=\"_blank\"><span class=\"s7\">92 percent<\/span><\/a> in 2011.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">With more education than their parents, most young people now have different expectations from relationships.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/1ff6acb989fc479fa7d3df15fe8d9e3f_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"2.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/1ff6acb989fc479fa7d3df15fe8d9e3f_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"5\">\n<td class=\"caption\">Sample of letters exchanged in the 1990s between an Indian expariate worker in the United Arab Emirates and his wife in Kerala, at a time when phone communication was not yet accessible to all [Sebastian Castelier\/Al Jazeera]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"p1\">At the doorstep of her family house, 24-year-old master&#8217;s graduate Shahanas Ibrahim is on the phone with her husband in Qatar.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">She is used to long-distance relationships &#8211; her father worked in Saudi Arabia for 28 years.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">After hanging up the call, she said: &#8220;In my mother&#8217;s time, a migrant would communicate with his wife by letters. It is inconceivable for us.&#8221;<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">She speaks to her husband at least once a day, joking, sharing voice notes, photos and videos. But they still miss one another deeply.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Last year, after working for 18 months in succession in Doha, the Qatari capital, he visited Kerala for a two-month holiday.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">&#8220;I cried a lot, I didn&#8217;t want him to go,&#8221; said Shahanas, fighting back tears as she recalled driving her husband back to the airport.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/21893728355d4f0e81dea09ebad52df6_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"3\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/21893728355d4f0e81dea09ebad52df6_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"6\">\n<td class=\"caption\">Shahanas Ibrahim&#8217;s husband runs a construction business in Qatar. &#8216;Every time he leaves me to return to Qatar, I cry,, she says [Sebastian Castelier\/Al Jazeera]<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<\/div>\n<p class=\"p1\"><span class=\"s2\">She hopes to soon become a mother, but only if the couple are able to live together in Qatar, so that the child doesn&#8217;t have an absent father.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Waheeda&#8217;s husband returned to Kerala in 2013 after 20 years&#8217; working in Abu Dhabi, the Emirati capital.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">During these years, life would improve when he came back home and become difficult again when he returned to work.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">&#8220;It used to hurt me a lot to see our daughter afraid of her own dad,&#8221; she said, referring to their child&#8217;s cautiousness in welcoming him back.<\/span><\/p>\n<p class=\"p2\"><span class=\"s2\">In addition to marital problems, there are grave concerns about the security of Gulf migrants.<\/span><\/p>\n<p class=\"p2\"><span class=\"s2\">Human rights groups have documented widespread abuse of workers &#8211; most of whom hail from South Asia &#8211; in the Gulf; <\/span><span class=\"s4\">some <a href=\"https:\/\/www.ilo.org\/beirut\/areasofwork\/labour-migration\/lang--en\/index.htm\" target=\"_blank\"><span class=\"s7\">600,000 migrants<\/span><\/a>suffer forced labour in the region.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/e0fbb338033f451ab16b0b0bf6b4fd6b_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"2.5\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/e0fbb338033f451ab16b0b0bf6b4fd6b_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"5\">\n<td class=\"caption\">Relatives of missing expatriates speak out on a TV Show. New cases are reported every week<\/span><span class=\"s4\">.<\/span><\/p>\n<p class=\"p2\"><span class=\"s2\">In August 2013, Pokkoya Shamnad left Kerala for Kuwait to work as a driver for a Saudi family for $280 a month, leaving behind his wife <\/span><span class=\"s4\">Bushra <\/span><span class=\"s2\">and their two children in Kadinamkulam village.<\/span><\/p>\n<p class=\"p2\"><span class=\"s3\">He had <\/span><span class=\"s2\">taken a $1,840 loan to cover <a href=\"https:\/\/www.aljazeera.com\/indepth\/features\/10000-migrant-workers-pay-job-gcc-180710130540087.html\"><span class=\"s7\">agent fees<\/span><\/a>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">&#8220;After a month, I requested my salary to support my wife,&#8221; he told Al Jazeera. &#8220;My employer beat me, forcefully threw me in the trunk of a car, drove to Saudi Arabia, abandoned me among 300 camels and ordered me to take care of them. I had to eat with them to survive,&#8221; <\/span><span class=\"s6\">Shamnad told Al Jazeera.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">His wife panicked and contacted Pravasi Lokam, the TV show, asking for help in informing the Indian embassy.<\/span><\/p>\n<p class=\"p2\"><span class=\"s4\">In January 2014, <\/span><span class=\"s2\">Shamnad returned to Kerala<\/span><span class=\"s4\">.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">&#8220;I&#8217;ve never received any salary for my traumatic time in the Gulf,&#8221; <\/span><span class=\"s6\">he said.<\/span><\/p>\n<p class=\"p2\"><span class=\"s2\">He now works part-time as a fisherman earning $60 a month, barely enough to survive, but his wife stresses that family life should be prioritised.<\/span><\/p>\n<p class=\"p2\"><span class=\"s2\">Ending Gulf migration, he said, &#8220;will badly affect our economy&#8221;.<\/span><\/p>\n<div>\n<div class=\"imagecontainer item\" data-image-url=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/fb11923ea07848a382ac4c885e9293f3_18.jpg\">\n<table class=\"image\" border=\"0\">\n<tbody readability=\"4\">\n<tr>\n<td><img decoding=\"async\" src=\"http:\/\/www.aljazeera.com\/mritems\/Images\/2019\/3\/17\/fb11923ea07848a382ac4c885e9293f3_18.jpg\" border=\"0\"><\/td>\n<\/tr>\n<tr readability=\"8\">\n<td class=\"caption\">Bushra Shamnad, centre, talks to neighbours about her husband\u2019s experience of migration.
